Preference Blocking or the Non-Exhaustive Prefernal Vote
1. It appears to still be valid, in State and Federal, lower
house elections. You do this style of vote by marking your ballot
paper thus

123:333333
only the first three preference are distributed in both cases.
requirements....
(i) every square has a legible number (although in fact one
square may be blank).
(ii) th number one (1) appears somewhere.
2. The numbers do not need to be sequential.
3. You can be prosecuted if, once the election has been called,
you publish anything may be construed to represent a "How to vote".
Thus
- before the election has been called you can publish whatever
you like;
- after the announcement, such pamphllets could describe "preference
blocking" verabally but not diagramatically.
4. Such votes are valid, & not informal
