An Interdepartmental Task Force was appointed in late 1981 to investigate the merits of woodchipping in the Otways In September 1982 the Task Force released a report that nominated benchmarks for determining if a forest was sawlog economic to log. These sawlog stocking rates are

If a market for pulpwood from the Otways develops, then approval be given to the harvesting of pulpwood waste from sawlog operations in mountain forests which are economic to harvest for sawlogs only 2. The maximum quantity of pulpwood to be harvested be 70,000 tonnes/annum 3. Approval not be given for pulpwood to be harvested from foothill forests or from uneconomic mountain forest at least until there is more adequate information on the impact of these harvesting operations on the environment
